I would have to guess that it will come to the regular 3DS too. At least from a business perspective, it makes sense to make the game as widely available for purchase as possible to maximize profit.

On the other hand, making it New 3DS exclusive could work as a business move to push unit sales of the system.

But as of right now, it's looking to be a regular 3DS title. Unless Nintendo specifically states otherwise later.
