Is Raymond a new villager?

I don't recognize him from previous animal crossings, then again I never really saw all villagers. Is he new to new horizons? He was my first camper and tom nook insisted I take him in.

Ah nice, it's good that I decided to ask him to move in. I was very close on not bothering to do so. I've gone through the forum and my god people are so thirsty for Raymond! 100 nook tickets or so and I only have one.

If exchanging villagers on new horizon is relatively easy then I'll give him out for free. At the same time I don't want to encourage thirsty Raymond fans.

Someone posted on one of the blogs that Raymond was in NL! If he was it’s news to me, I still play NL and I’ve never seen him! I suspect he is new due to his overwhelming popularity.
