Is it weird...

That really depends on your personal definition weird, but overall, no. I've heard of a lot of people trying to get rafflesias opposed to Jacob's Ladders in their towns.
Considering in real life, however, that the smell of the rafflesia arnoldii is so pungent that it attracts flies to it, then I personally wouldn't want one in my town. I wouldn't mind finding one in someone else's town, though.
 
I don't think it's weird at all. Everyone likes their town differently, and puts whatever they like in it- after all it is YOUR town. I know people who don't pull weeds, like to put their gems out and around their town, leaves items laying, so it looks like villagers left them there, and even having dead trees in their town.

I think it'd be neat to see a rafflesia to be honest! But I'm a neat freak in my town! So I'd never personally want it
 
I wish the rafflesia wasn't tied to the lowest town rating. I think it's pretty cool looking, and it'd be neat to have one as part of a tropical area in one's town.
 
You can never get rid of a rafflesia. I wouldn't recommend it in my town, because I'm a massive neat freak and I'll go crazy if I see a flower that just popped up out of nowhere and it's not in a pattern for a flowerbed, it's just randomly staying there. So, if some rafflesia popped out of nowhere in an inconvenient spot... there's a chance I might reset... or never play my game...again.
