Is it true that the last villager which moved to your town never has a chance to leave?

Cause I read somewhere that your 10'th villager never wants to leave (I myself never had my 10th wanting to leave ever).
However if you invite another villager into your town and replace someone who isn't your *first/original* 10th villager.
Will that person become *the last/10th* villager which then never wants to leave?

It's not so much the 10th villager, but the last villager that you invited to your island.
So if you invite a camper, and they kick someone out, that camper you invited becomes the most recent villager.

A couple people said their tenth in new hoeizon asked to leave. In new leaf I had the same happen.
So I think it's the same as new leaf. I think your 10th asking is very rare but possible.

It is the most recent villager that joins your island, not the 10th overall. They do have a chance to leave, but it is significantly lower. They can always be forced out with amiibo or campsite if you want them gone quickly though.
