Is it safe to introduce my 10th villager?

I want to scan in my tenth villager via amiibo card so I can travel between towns safely (without void villagers coming in). At the same time, I don't want the tenth villager increasing the likelihood of an older villager moving out while I'm away. I know the "find the mover before your hiatus" method and it has worked so far, but I'm not sure if it's fool-proof once I get a tenth villager.

What do you guys think?

I'd have to say go for it and move the 10th villager in because I dont think it makes much a difference how many villagers you have and i think that if your not talking to any villagers at all it doesn't always mean one will move out but if you talk to a couple I think the chance increases? I'm pretty sure on most of this but you might want to double check some things

While you are away, take a record of the last time you logged off and when you log back in set the time to the last time you logged off. This way nothing will change. After someone pings you to move out and if you said no, then you can time travel to your current time without having to worry about anyone moving out during the time travel. Having a tenth villager does not increase the chances of older villagers moving out in my opinion, villagers moving out are random, I've once had my tenth villager tried to move out after just moving in three times in a row

To the best of my knowledge, the villager move out mechanics don't change regardless of whether you have 9 villagers or 10.

I heard from others that the opposite is the case, where if you have 9 villagers, it's less likely (hence why I've only had 9 villagers for so long). Can anyone else vouch for this? If this is true, I'll for sure move in Punchy sometime.

Ahh, so you recommend playing New Leaf at the same in-game time to avoid any changes in the game, or does this only apply to when I'm time traveling in particular? Is there a way to play without doing this? 😥

When you have not played for awhile, if you follow your real time clock then the game would take it as time traveling. There's an increase risk of one or more villagers moving out during that period depending on how long the time traveling duration is. Playing New Leaf at the same in-game time is the safest way to avoid any changes since it'll just be like you've never been away  New Leaf players know this struggle, the uncertainty of villagers moving out during time travels, the best way to time travel safely for an indefinite amount of time is after you have stopped someone from moving out.
