Is it raining in anyone's town? Need to catch a snail [done]

Since I planted the single lonely hibiscus in my town over a month ago, I have not seen it rain even once. The snail spot is still vacant in my encyclopedia, and I'm running out of time to catch it. Does anyone have a town in which it is raining and I would be able to catch a snail real quick? I can pay you 50k for your trouble
