Is It Possible To Get Gold Roses With Beautiful Town Ordinance?

I was wondering if it was possible to get gold roses if the beautiful town ordinance is enacted, since you need black roses to wilt to grow them... Will I have to change my ordinance or is there a way to do it? Thank you ^_^
