Is it possible for the last move-in (10th villager) to move out?

I've had the 10th move. I just never talked to him. Tank moved in after ma bam left me and he plotted himself terribly. He left within 10 days.

I've definitely had my most recent villager ping me to move, but they weren't the 10th villager. I don't know if it'd be any different then. I rarely ever have a 10th villager so I haven't had much experience with them.
