Is it possible for Rosie to stay in her house until she just moves out?

I have mine villagers and three are peppy so I fear she's the mover. Yet she won't leave her house so she can ping me and I can tell her not to move. Is it possible I'll never get that chance? Has it ever happened to you?
 
You just have to keep saving and re-loading your game to try to make her get out of her house. Also, talk to at least 3 of your villagers intol they havethe "..." this above their head. If none of them say there's someone moving then you should be safe.
 
Rumors villagers will mention when nobody is moving:
Cranky: state that rumors can be frightening.
Jock: ask to spread rumors about their latest world record, or complain that others say that they are a prince from another planet.
Normal: comment that they will only spread rumors they have seen themselves.
Smug:remark that they have done things with other villagers, but refuse to elaborate on the details.
Snooty: use fabricated examples to show the player that simple rumors can spread very quickly.
Uchi: complain that rumors are circulating that they are known for one sport, when it is in fact another.
Peppy: ask the player for any gossip, think you are keeping something secret, and ask for you to spread the details.

^ if any of your villagers say that, it means that no one is moving out that day. If you are sure she's moving out, just keep reloading the game until she's out. Have the megaphone in hand if you own one, it makes the process a lot quicker!

If a villager is moving and hasn't pinged you about it yet, they'll always be outside until they do. So don't worry, if she's at home she's not your mover!

sometimes you just have to reload your game. And its not true if they are at home they are not a mover as I have had this happen and when I reload my game and they came outside they pinged. Not to say this will happen to you but the only sure way to know is to save and reload your game multiple times. sometimes it has to be at different times of the day too. Depends on when your last mover moved out or when they last pinged you. It usually is about 5 days but could be 2-3 days.

Could they have been asleep at the time? I'm pretty sure that's the only way they would've been inside.

no its just that you can only have so many villagers outside at one time, the next time I loaded my game(as I was excepting a mover anyway as it was about that time) the ones that were inside previously two came out and one was the mover. some of the myths that we use to think were true have been proven to be false now like your last move in was immune to move out first. It was thought this for a long time but with all my cycling it has happened many times that this was just not the case. Just like your mover will be outside, you have to cycle through the save and reload to make sure no one indoors or out is not moving.

Well I ttd to have merry move in quicker, and I currently have nine villagers. It's been two days since Kerry's move in and Rosie hasn't been outside and I'm scared I'll load my game up and she'll be in boxes :/
 
Sometimes it can be 7 days with no movers. It's happened a few times in my main and guest town. Those one worried me the most.
One time Lolly was the rumor mover but she was celebrating her birthday. Waited till the next day and she pinged me right away.
Twice I've had a rumor about a villager but they were shopping in the stores. Save/quit helped to move them out of the shops.

Is Rosie in her house? If not go check the museums, coffee shop, villagers house and stores. Big Top hasn't been home for 4 days. Lately a lot of the inside villagers have been hiding in the museum.

This is helpful EXCEPT that your mover sometimes will give you that dialogue! I *think* you are safe if two people give you that dialogue though. It has happened to me more than once that my mover has said one of those, only to have the next person I chatted tell me so and so was moving.
 
Hmm, I've been going by the rule that moving villagers will always be outside for probably two years and it's never failed me, so I guess I've just been lucky then lol. It's definitely possible there've been times that it wasn't true and I just didn't notice because I got the ping later on... guess I need to be more careful now. Although I am diligent about checking for rumors every few days so that should be enough.

Villagers won't move out when you have less than nine. Now that you have nine, someone will probably want to move within the next few days, but you'll have a five day window to stop them -- so if your ninth just moved in two days ago, there's no way someone will be in boxes tomorrow.

I'm fairly certain the mover will be outside the first time you load your mayor on the first day they are thinking of moving. After that they can be inside.
