Yeah that happened to me a few times. I'd get the golden slingshot waaay before the silver slingshot. I guess it's just RNG which one you get first.

In my town Flora I've gotten one without getting the sliver one first, weird.

In my first town, I got the gold by swatting its balloon at the cliff. Then, I swear I would shoot down at least one, sometimes more, silvers a day. They filled up a drawer in the closet/whatever and littered the museum floors.It got so bad that, when I didn't ignore the "soaring silvers", I'd just let them lay (lie?) where they fell. That'd be fine except for the unfortunate fact that they bring very little at Re-Tail. Shucks! After the update, they stopped. Go figure! They did come in handy for equipping newly started towns and extra characters.

Both slingshots start showing up randomly after you've shot down a certain number of balloons. Chances are you had a silver or two pass through town and never noticed prior to the gold showing up
