Internet issues! Can anyone work this out?

Hey!
I was about to do a villager giveaway. I went to add the persons FC and my 3DS says I'm not online, but the top left corner of my screen says I am?! I'm so confused can anyone understand this?

Have you restarted your DS? Maybe try that and restarting your wi-fi, too.

Restarted my DS several times and no luck.

Go to system setting then click on wifi
When it shows your internet you're connected to delete it and make it again

Nope not worked either! This is so odd! It's telling me I'm online, the connection test went fine, the top left of the screen says internet and yet I cannot add a FC as it says I'm not online! What gives?!

You have to delete your internet setting on the 3ds then create it again

Yea I did! I completely got rid of it and set it up again!

It's worked! How odd! It's suddenly back on! I've no idea what happened but who cares we are working again yay!

restart your ds or close and open the window again, this happens when you go the friend window before the internet has time to load.
