I just went to a friend's town with 9 villagers, will I get the random move-in or can I fix it? I have 9 villagers too, Ed just moved out (he was the 10th move-in also from this town's void)

I'm pretty sure that's incorrect, it doesn't matter who visits who - it is possible. I have two copies of the game and trade between towns, but always send the same mayor to the other town to work on that town's train station upgrade. I've received two villagers from that town's void just by visiting, without having the mayor of that town visit my second town.
That being said, I'm pretty sure it's up to chance whether you do or do not get a villager from the void. I don't think you can do anything to fix it. I would suggest doing the plot reset trick just to see if any new villagers are moving in the next day. At the very least you can manipulate where they plot down at, IF you get one at all!

That's alright c: I've seen a lot of different thoughts on how it works, but that was just my experience! And it was the first time I've gotten a void from visiting another town. Voided villagers are tricky, but I think there's a way to clear your void? I think you have to visit a town that has 10 villagers? I'm not sure, but it's worth looking into if that's ever a concern!
