You get those from the shop, I beleive. Though the candy ones were most likely Halloween-only
Hello and welcome! The icons you see are called collectibles and you can purchase them with TBT (aka Bells) that you earn mainly from posting in the forums. You can see how many bells you have under your profile. For instance, right now you have 7 bells.
There are collectibles you can purchase in the Shop tab at the top of the forums, or you can go to the TBT Marketplace. The candies were available during the Halloween event that just ended so you won't find them in the main shop anymore, but some people may be selling them in the Marketplace. They will have different prices based on color. Some colors are very common and therefore pretty cheap while other colors are rare and quite a bit more expensive.

No, I'm afraid I don't. I haven't really collected many of the candies.
