im having trouble with halo 3

So i recently got xbox live and i have played halo and i have a problem it doesnt let me play slayer vs 15 other people it only lets me play againts 3 other people the noob startup thing what am i doing wrong?

There are some modes you can play without new maps. But, you can dowload the heroic map pack for free, and the cold storage map.
