I'm confused?

I'm at 8 villagers and trying to villager reset/cycle for my 9th. I'm changing the date +1 day by the 3DS clock but the 9th villafer hasn't put down the plot yet... after increasing the date by 2 days? Currently my town is on the 23rd

What the others said is true, but personally I also had troubles on the 4th of 5th day. But I adjusted the 3DS date to 5 days later, and still I had like a 20% chance to get a plot while resetting.

I noticed the chance for a new plot does increase on the amount of days tht have passed, but the game needs to have saved on the days in between.

So usually when I try to plot a 9th villager I go one day ahead, start a new character, and if there's no plot, save with the new character.
That way the game actually saves the amount of days of not getting a new villager and increases the plot chance for the next day.
I rinse and repeat this for 2-3 days, until I do get a villager plot on every reset =)

I don't know if it really works this way, but it's the method that I use that I find very effective. It's pretty vital to really check every nook and cranny of your town before saving with the new character.

It can take a lot longer than that...in my cycle town it took well over 7 days to get a new villager to plot

There is a 3 day safe period where no villager will move in. After 3 days a villager can move in.
