Yeah, Wolfgang is the best.

I had some problems to get Rolf to decide to move in to my town when he was in my campsite, but after a LOT of conversations, he finally said yes. So if you have 9 or less villagers, is for sure you will get the campsite villager, just keep talking till he/she say yes!
