I only used about 30 bait and still managed to get most of the items. Not everything has to be done to a hardcore extent.

I only burned through about 10 bags of bait. Couldn’t be bothered to continue to craft when I only had 2 hours left of the tourney (got home from work late) so I got most of the items by myself and then went to my girlfriend’s island to finish up and help her get her items. We both got every item plus a few duplicates.
