for nature, I reccomend early morning, it gives your town a peaceful, serene effect ?
for pastel, I recommend morning, probably around 10/11am because it makes the pastel colours more visible and not disturbed by the sunlight.

But out of your options, I think 4am / light blue skies fit your town the best, because the sky is blue, not contrasting with the pastel colours and is a natural colour for the sky.
