Some folks on NeoGAF, who are reputable sources, are also saying that this game has been in development since 2006.

See, Donkey Kong Jungle Beat would've been a fun game, had it not been for the fact that you had to spaz out on the bongos. It would have made a great platformer. i hope this rumor is true, as well.
