If you get a gold badge first,can you still obtain the other ones?

Hi everyone, I have a question, and I couldn't find much information on the subject online.
Phineas gave me the gold Insect Maniac badge, but I didn't have the other ones yet. When I click on it there are two empty slots next to the gold badge, like they're missing. Are you supposed to obtain the bronze and silver badges too, in some way? I don't think so, but it's kind of weird that Phineas only gives the gold one and leaves the other slots empty, right..? Same goes for Villager Rep badge.

You *probably* have bronze badges, are they in the space furthest right? So your badge screen looks like this:
O O B
From left to right, empty space, empty space, badge.

When you have all 3 badges for the category, your badge screen looks like this:
S G B
From left to right, silver, gold, bronze.

It's the same order as the medal podium at the Olympics.

I earned a gold before earning a silver with the turnips. I just had to talk to him again to get the other one. Did you try that?
