Yes and you can replant them by going on tours and getting fruit. I'm not sure with palm trees since I rarely see palm trees in island tours, or maybe it's just me.

they stay cut down , as people said above. you can get palm trees from tours like beetle hunting for sure

they stay cut down because its your own personal island, but you can replant them if you get fruit from club tortimer, island tours or friends
