I would pick Skye or Fauna because their hardworking and optimistic personality suits the job.

Celadon: Gladys, a normal would make a good secretary, and she's my favorite villager there.

Floralia: Kiki, since she is one of the citizens that have lived there the longest, so she has a close bond with my mayor, and she has the normal personality.

Also I'd probably choose Chops, idk he seems like he could get stuff done.. maybe? Ooh or Tangy, but she's so peppy. I think Tangy + Chops would even each other out and work together as a team very nicely.
