I think the shovel. But the strange thing is that there are some shovels in the world of new horizons that won't break! The ones you use for terraforming.
But nooooo creating some mountains, breaking mountains and digging (or filling) whole rivers will not break a shovel... But hey let me dig up this flower....

Shovel, no doubt. There is not one day where I don't use that tool, as I do so much landscaping. I can't count the amount of shovels I broke so far, it's pure frustration when you're taking care of that giant mountain of flowers and your dumb shovel decides to say 'goodbye' at the dumbest moment possible...

Definitely the shovel, like come on man the fact that it breaks is stupid
The shovel. Literally no competition whatsoever. It wouldn't be as bad if you didn't require the shovel to move flowers but considering my island is overrun with flower that I don't need I know I'm going to go through at least 7 shovels just to clean everything up. At this point I've just purchased shovels in bulk.

it's a toss up between the shovel and fishing rod for me. it usually takes two or three days for a shovel to break on me unless i'm terraforming and i lack the spoons to do that very often unfortunately so it's not a massive hindrance. but on the days where i just fish to pass the time, two laps (one if the fish spawns are generous) of my island are enough to blow up my fishing rod and it frustrates me to no end.

With all this town renovation I'm doing it's annoying to have to buy multiple shovels. I can go without watering cans (so much rain), I can go without fishing poles and slingshots. Nets I kinda wish also didn't break since I catch bugs alot, but right now for convince sake, the shovel. I'm not mass catching bugs the same way I'm mass digging up flowers.

It's a tie between the shovel and axe for me. Depends on what I'm doing? Lol, but both would be super useful to not break. Imagine moving all your flowers and not having to craft 5 different shovels? Or harvesting your wood and not have to carry a spare one with you? Seems like an unreal world.
In the end, I think the axe wins it for me. Think of all the trees you could chop!
