I told Flora to move but I wanna hold her in my town until I get a solid trade for Ruby! So if I tt backwards will it hold Flora?

From my experiences, no.

you can always revert time within a single day, tho. so, just turn the clock back continuously to 6am within the moving day. groundhog day style

No, but you can always make a secondary character and tell them not to move on that character?
Though, I'm not sure if the 2nd character can have the move convos on their first day on the island??
