If I started a town 10 days ago, can anyone move out yet?

About 10 days have passed in my new town (due to TT), I also have 9 villagers all have fully moved in, so can anyone move out yet? I want to start moving out my unwanted villagers and I want to be sure the time traveling method for moving them out would work.
 
There's no set time for when they can start moving out.Villagers will start pinging to move once you have nine of them in your town.There is one thing that gets forgotten sometimes:You have to complete the tutorial dialogue with your villagers.When they stop giving you advice on living in your town and start their "normal" dialogue and asking for favors,then you're done with it and they can start pinging to move.

I have not counted the days between the 9th villager’s arrival (move-in date) and any villager’s ping informing of a potential move.

“Animal Crossing: New Leaf” wants the player to maintain at least 9 villagers. So, if you go down to 8, be prepared to bring in a replacement 9th—or, if you go on long enough in game dates, “New Leaf” will force a 9th.
 
once you get 9 villagers, just go day by day and go around to see if anyone pings you. if not, move on to the next day until someone does. because as other before me have said, once you get 9 villagers, anyone can start asking to move out. and you can only get the 10th villager via the campsite, void, by inviting them in from someone else's town, scanning their amiibo card and inviting them that way, etc. and once you get the villagers out that you want out, make sure someone pings to move out and decline their request (if you want them to stay, of course, which in this case, you would), if you want to even call it a request. from there, you're safe to time travel to any time and you should be set.

I'm sure there's a guide around somewhere, but if you have any other time travel questions, I'm sure anyone else here would be willing to help out, as would I.
