If I give a villager clothes and i report them to isabelle can they still wear it?

Yup. Reporting to Isabelle only makes them switch into a different outfit they own. Agnes put on a stupid hat someone put in my Ables and every time I reported to Isabelle, she just changed her dress while wearing her stupid hat 
Edit: I think the only way to get rid of an outfit is to spam the villager with gifts so it works their way out of their wardrobe.

blehhhh, thought this was the case. a friend put up a design in my town that i didn't like, and now my villagers are all stuck with it. ): thanks for the tip to throw more outfits at them to get rid of it!Yup. Yup, really wish we could remove individual items from a villager's wardrobe in future outfits. Also, we should be able to remove designs from Ables (not merely replace them).
I feel you! Someone gifted Hazel a sushi dress and i hate it! The worst part is that it was me who gave her the package. Gonna be more careful from now on but it is too late. She still wears it sometimes but i am gonna try spamming her with other clothes and see what happens.
Yes, this is a valid solution XD It might seem excessive, but wait until you give your favorite villager an instant muscle suit or something like that by accident and then you might feel the same lol.

I literally voided Beau to pick up a new Beau because the voided one kept wearing this shirt with a chain. I literally could not, it was not his vibe. I kept gifting him nice sweaters to wear (like his default one) but he insisted on wearing this one annoying piece of clothing that I never gave to him (it was the previous owner who did) 
Now I don't give my villagers any clothing pieces because even if I report them to Isabelle, they're going to do what Beau did and continue wearing it not even two seconds after me complaining to Isabelle about them haha

Yes i gave benjamin a ugly shirt but i thought he wouldnt really wear it for long anyway benjamin moved out and this is why i carefully pick what my villagers wear now like im about to give some of my villagers tulip hats and a plover dress and even some rimmed glasses and nice sweaters

a tip that one of my friends gave me was to invite them to harv's island to test out clothing on them, so you know whether it looks good on them or not! but yeah, i really hope they fix this issue with reporting clothes not working...
