Yes. I have changed the language to Spanish in my system settings to get a New Years thing only available to Spain, and the animals all spoke Spanish.

Intresting Sidenote, Harvey -and possibly the animal residents- will have different dialogue, so I recommend changing the language every now and then if you can read more than one language.

That is really cool! Does this work for the North American version or does this only work for the PAL version?

I forget what PAL means, but I have the NA Nintendo with the NA game. I'll change my language in system settings to Spanish the day before New Years Day (so the eve) then play in New Years Day and get the 12 grape plate. However I can not get the European New Years Gift by changing my language to French. I've tried. Since I can't change my language to Japanese at all, I haven't been able to get the Japanese New Years gift either.

PAL as in European. That is really interesting though that it works for the North American version to an extent!

If you have a North American 3DS, changing the language of your system will also change the language of the game The only language that Animal Crossing won't change into on the NA 3DS is Portuguese.
