Pro-tip: ignoring them won’t work. The game wants you to build up friendship. Once the villager get past a certain friendship point, they will ask to move (more frequently). Good luck!

Getting pings for villagers to move is random. There's nothing you can do besides wait for Phoebe to ask to leave. Otherwise, you can TT to get her to ping and leave
Can I ask how you know that ignoring them won't work? So far only two of my villagers have asked to leave, and both of them have been ones that I ignored for several days beforehand while talking to everyone else. Maybe I was just extremely lucky then!
If you aren't TT'ing, and don't have an amiibo, just wait for any random camper to show up, and then use the campsite trick to kick out phoebe. The only side effect is you are going to accept whoever the camper is, unless you want to wait even longer for a different camper.
Just based on all previous Animal Crossing games, as well as the fact that even your favorite villagers still ask to move. Ignoring them only prevents you from reaching a high friendship level. Nothing you do in the game has any affect on their "town happiness level" as there just isn't such a concept in Animal Crossing.
