From what I have just tested it does not work.
I talked to marshal about 5 times from somebodys dream town, tt'd about 4 days individually and marshal was not in my camp bud was. A little disappointing but oh well.

That being said though, if this is false and OP isn't just laughing to themselves then they have the devil's luck or something.
I doubt it really works. The best way to get your dreamies, which is what I do, is first of all to have 8 villagers or less. If you have 8 villagers or less, you can start the day with "New Save File" and keep making a character until you see who you want to move in in a roped area. After you get up to the maximum villager move-ins, you can reset for your campsite by doing the same thing. That's what I do, I don't waste my bells on something I can easily get for free.

I honestly think that the OP might have just been... well, lucky.
BUT I don't TT in my main town so I'd be willing to try it out if someone could give me a DA with Lolly in it.

i dont think I TT, and i talked to them about 5 times? i didn't talk to anyone else BUT them in the dream town as well if that maybe helps? I dont know, it would be really cute though if this was inplanted in the next game as someone said above. Im not going to TT and I will visit a town with Rudy to let you guys know!

Yay cant wait to recive the results
The best thing to me is to learn how to plot reset (videos on YT). It doesn't require TTing.
Then when you are down to 8 villagers...do the the reset trick on the following days you'd expect a plot to appear.
It will give you 3 different personalities. So say smug, uchi, and jock...then just use the reset trick till you get the villager you want from those categories.
The only downside is that unlike plot resetting for a villager you specifically invited...you can't control where the randomly generated ones place their house. So it may be a win or a fail lol.
