scoot sent julian a blue bar tee, and julian tried it on. he asked me how he looked and i said it was weird. i thought he was just going to ignore me but he changed back into his original clothes. i didn't know they could do that!

Good job! I can think of a few times I have done this. Those various HIDEOUS Gingham shirts. Those are the worst!

sometimes you can tell them it's bad and they'll still wear it though. Mira said "oh, well… if it's bad I'll just wear it as pajamas" or something… but she left it on and wore it for a week. D:
Isabelle has never made someone take off an ugly shirt unless it was a QR, like the duck shirt, in my experience. You can try mailing him several of the same shirt, or carrying several. If you mail them, he won't necessarily wear it and display it instead. This is why you sent more than one. If he runs out of house space, he'll finally wear it. x3

...She won't. It's just a way the game resets their shirts so that if it's profane, it gets rid of it ASAP.

Just get Elvis a ornate, noble shirt and mail it to him. If he doesn't change, talk to Isabelle about problematic citizen and tell her Elvis's shirt is offensive. She'll reset it to it's default.
Isabelle resets to a white and purple/red shirt not to their default clothing.
I did it for both Muffy and Olivia and now they're wearing it.
It looks great on Olivia as it matches her fur, not on Muffy.
