I think you should have tried to get rid of every single tree and flower out of your town's ground before attempting to catch both tarantula and scorpion. I know it's a bit extreme, but that'll significantly raise the odds of encountering them. This was the case for both Animal Crossing: Wild World and City Folk, as I were encountering one of them at every minute.

It also make the Save & Continue trick more efficient, should you still struggle to find both tarantulas and scorpions. It sure takes a lot of effort, but it is definitely doable even for those who don't abuse the time travelling mechanic at all. Assuming you already got your golden watering can for having a perfect town status for 16 days and a bee, the only issue you'll encounter is how cosmetically uglier your town will temporarily be. And it doesn't seem to matter your villagers that much in reality. Therefore, you're pretty much safe to store all of your precious hybrid flowers and collect as many fruits as possible while cutting trees, assuming you have enough space to store them. If you're insistent on getting your town looks like before the massive overhauling, you can simply lay down patterns to tell where the flowers and trees were, so you can easily fix them up once you've caught both tarantula and scorpion.
And on top of that, you'll get a feeling of satisfaction once you've caught those creepers and fixed your town back, perhaps even having new ideas on how you'd like to lay them. There's no harm on trying the trick if you're that desperate.
