When a villager moves out with being adopted they go a place called "the void".(Not the real name, it's just what the fandom has dubbed it)
If you streetpass or visit with someone whose void has a villager "waiting inside" that villager is likely to move in to your town. That's how you get random move-ins from other people's towns! If you already have 10 villagers living in your town it won't affect your game at all since your town would be full. c:
