I have things mapped here so you can see where I should place my last two villagers
The red dots are were my immovable rocks are, the black rectangle is where I'm planning on putting my cafe, the light blue square is where my police station is going to go, the purple circles are where I'm planning on putting 8 of my villagers, the orange square is where my house is, and the area circled in orange is where I'm planning on putting my camp site once PeeWee moves and he WILL be moving.

Anyways, any suggestions on where I should put my last two villagers?

There's an acre limit? Damn. Didn't know.
Well just put them somewhere in the bottom part of the map.

I see what you are after... Some ideas:

-Make sure the 3 houses below the Roost are at least be 16 spaces below the acres those projects rest - or else you might not get villagers to move back due to the acre rule.

-From there, I think you can place 2 more houses on that line there without fear, unless the last one can't fit due to the rock. if not, do four, then spread them to the last part of the Town Hall. Either way, it would feel more symetrical to the Town hall-Police station line, and look quite nice that way!

-The alternative last spot can be lined with the other 2 houses to the north - and you can try to make the 3 in the south symmetrical in position. You'd need to move the south three a little more towards the plaza, though, so you can access the beach in this manner.

I hope this advice gives you ideas on your layout, but you don't have to follow it completely.

I kind of like that bottom right corner spot near the cliff for one. Or I could see having one on the bottom left of the map near the cliff straight down from that villager house next to the pond.

You should put it down-left diagonal (↲) to the town tree. This is what I mean.
TT= Town Tree
H= House
R= River
B= Bridge

What do you mean by 16 spaces?

To explain the acre-age system, an Acre is a 16x16 plot of land, starting from the utmost top left corner of your land. From that corner, measure downwards 16 spaces in path patterns. From there, measure 16 space rightwards the same way. That is an official 'acre' in the game, and there are 20 acres making up your town with defined boundaries like this.
