I Need Some Clarification

On Sunday, my campsite was officially built and ready for the dedication ceremony. Yesterday Chops came to my campsite and I convinced him to move in. He officially joined the roster of residents this morning. I just went to an island to do some tarantula farming. There isn't a single animal on this island.

So I need to know, even after the campsite is open and has been used, is it possible that some islands won't generate a potential villager to move in? Or are they always supposed to have someone to talk to on them when after a certain point in the game?
 
I only have had villagers show up on my islands after putting a plot down once the campsite was complete. I don't think they can appear if you don't have a plot down, but I'm not certain on that.
 
I have reached the exact same place in the game you are. My campsite villager just moved in today (was unpacking his boxes). I bought a 7th plot and placed it down. I went to an island and found a villager. It must indeed be true that you actually need an empty plot down first
 
I figured I'd invite someone (since one of my dream residents, Viche, was cut from the game...apparently none of the Zelda/Splatoon villagers are in New Horizons) and then just buy the plot from Nook.

It would be nice to find them before setting a plot, so a random can't move in...

The Hello Kitty villagers are not in the game either and I want them! :(

I wonder if a Series 5 for amiibo cards could be in the works: The 8 new villagers, the Hello Kitty set and, of course, the Splatoon/Zelda themed ones. Not to mention the new NPCs like Flick and CJ. I'm sure that'd definitely make a lot of Animal Crossers happy.
