I think it's required to introduce yourself. After you introduce yourself, don't talk to them until they want to move away.

having them at high friendship makes it likelier for them to move out, but it will be hard to do that in a cycling town i guess

Yes they will, that time Katt just move in and I just introduce myself and no more time for her as I have Walker in and TT him to completely settle down, Katt send me the news to move out lol.
