In order to earn snowflakes you have to participate in events that can be found over here:
You can also earn snowflakes by participating in the 12 Days of Collectables - you can buy a free raffle ticket in the store and then refund it the next day for 2 snowflakes. There’s also an Advent calendar that sometimes has snowflakes!
