Artwork I need a town flag! Paying well!

In desperate need for a town flag, a friend said she'd be doing it for me, but I don't think she'll ever get around to it. The design I want is quite simple, all I want are purple striped shimapan panties on my flag with either a black heart or a Wisteria, since Wisteria is my town name. I will pay up to how ever much the artist wants, depending on how well the flag is done.

I don't know if this is what you meant but it's pretty much the best I can do. I do not know how to draw a wisteria so.....
