I like to find villagers sleeping on the stumps and benches.It reminds me of the original AC on the Gamecube when the villagers always fell asleep standing in front of their houses.

To those who rarely see a villager on a bench:
You should build the benches in a populated area of your town, for example near your villager`s houses or your most frequently used paths and around retail. I see my villagers sitting on my fairytale bench very often on the route from my house to retail, they seem to like to take a rest there Though 2 villagers on one bench is still rare. I hope that helps a bit.
