I think it is a cute feature. I just changed Cat Cove's resident Emerald's eyes from brown to green as green is her favorite color. Mayor Jewel of Gem Isle will be changing her eye color to blue as that is her favorite color, but she has to wait 14 days because she just had her hair style changed.

Harriet calls them contacts which many use in real life use to change their eye color. Plastic surgery is not not a feature in AC as of yet. Maybe in the future.
