I think Rover was supposed to be the town mayor. In the beginning, Isabelle says that the mayor told her that they were coming on the very same train, and Rover was on it too. Rover even says he misses travelling on the train like he did back in 2002, I think. Maybe he realized that and then lets you be the mayor? Then the 2nd day you get a letter that says, "Congrats ______! I was supposed to be the mayor, but you're going to do a great job! Keep it a secret!" lmao.
This is actually a really cute theory! I always wondered who the mayor was meant to be but never made the connection that it was likely Rover. It makes a lot of sense since he's the only other passenger on the train and that could be why he was so invested in getting to know us and where we were headed! He wanted to make sure we were a worthy candidate before skipping out on being a mayor to travel the world by train, lol. I think Rover would've been a good mayor!
