My camera is broken on my 3ds, meaning i can't scan for qr codes, and i can't fix it due to the fact cuz i kinda hacked it for 3ds themes. Is there another way to get custom qr codes.

I don't think there is. I guess you could very meticulous make your own based off other designs?
 
I would add the code to this site:

And copy it on my 3DS by myself, by adding the right color square by square... It might take a long time to do, but I don't see any other way, sorry xD

If the person has the design in their dream address and allows you to take patterns with, you can download it from there.

Otherwise, it's sort of roundabout, but you could get a friend to edit the QR code to contain their identity (you'll need a tool to do this, I think if you look up ACNL QR code editor, you'll probably get something). Then have them display it in their Able Sisters', and get it from there. Of course, this only makes sense if the friend isn't someone you can meet up with in real life, or if you have a digital copy, since otherwise it would probably be quicker to just borrow their 3DS and scan it from there (unless their 3DS time is very different from your town time, of course).

I meant that if you have a physical copy (3DS cartridge) and a friend you know in real life whose 3DS you can borrow, you can just insert your cartridge into their 3DS and scan the QR codes to your game. If you have a digital copy of the game (as in you bought it from the eShop), you can't switch systems.

If you have a digital copy and can't get the QR code from a dream address, you'll need a friend with a 3DS and a copy of ACNL. They'll have to edit the QR code using an online tool or app to add their identity.
From what I understand, using this tool, they would have to upload a QR code they made (can be anything, the tool just needs their identity), copy the creator from that, upload the QR code you want, then paste the creator from the first QR code for the second QR code. Then they would have to download the edited design, which would recognize the code as their own design, so then they would be able to display it at their Able Sister's, and you would be able to pick it up.
