Try hitting them with your net a lot... I don't know if that actually helps with making them want to move out but villagers seem to get pretty upset with you when that happens.
this does not help whatsoever with getting villagers to move out.

the best way to get rid of villagers is to become friends with them and have a high friendship with them.

To get them to move out, you'd have to follow a safe TT method to make sure that your other villagers don't move out and pray to the acnl gods that they randomly choose the one you detest to move out within a few days. :c
And cuddle is right; you have to make sure to at least talk to them once a day, so they can (weirdly) be provoked into moving out.

I don't think that helps, that's just finding out who's moving out. Sounds like you could just save time by going to a villager and asking about rumors.
The pwp trick won't work with having villagers move out. That was just probably a coincidence for cosmonaut. The pwp diving trick is to try your luck on hoping a villager will ping you to suggest a pwp.
im guessing you're asking about the pwp diving trick? it's when you so diving with your pockets full of tools flowers bells or shells, wait on the edge of town for ~10 minutes, go back into town, walk around, and someone should ping you.
i thought the diving trick was for all kinds of pings, not just pwps. i've gotten pings for catchphrases, greetings, move outs, pwps, nicknames, and random things like 'which do you like more, mountains or the ocean?'
To get rid of villagers quick, you're going to have to time travel a lot. I find that talking to the undesired villager at least once a day helps (once is enough so I don't have to look at their ugly faces lol). You'll have to be careful that none of your favourite villagers want to leave though, so talk to them everyday as well.
Sometimes your villagers will spread a rumour that someone is leaving. If it happens to be the ugly villager, then great! If they've only just moved in, it's best to avoid talking to them after that in case they do the "lol just kidding not moving" thing. Moving rumours will always be correct.
The diving trick can be helpful, but only if a villager is planning to move. If they're not, then you can do the diving trick all day but no one will ping. You might get heaps of PWPs though!
I like to TT one day at a time, two days forward and then two days back.

I've never heard of anyone pinging them for a move out doing the diving trick. but you are correct on the rest, but those who do the pwp diving trick are obviously aiming for the villager to ping them on suggesting a pwp and not asking them for a new catchphrase/greeting/etc.

I didn't know that. I figured you'd need to make them dislike you to make them want to move faster. Do the villagers you have the best relationships with really tend to be the ones who choose to move out? That's unfair if it's true.

Become their best friend. Once they achieve a high friendship level with you, they have "accomplished" what they need to do as a villager and will choose to move on. The ones you DO like, talk to them once a day, but no more. That helped me.
I insult them to the point that they just want to leave. Naomi asked me to come over to her house twice. I told her both times that her house sucked and she left not much longer later that week. Not sure if it works all the time though...
