I'm getting better at animal crossing, but I suppose I still have things to learn...

I wanna ask about villager cycling! I know I have to cycle 16 villagers before I can get "old" ones back. Is there a way to purposefully get villagers to move in or out?

the only way you can get select villagers to move in is either through your campsite or from going to other people's towns while villagers are in boxes and talking to them

as for moving out, its mostly random, though for some reason the game tends to lean on who you have a higher friendship with to move out (yeah it makes a whole lot of sense, I know)

So you mean the higher the friendship the more likely they'll move out? Wow...no wonder PeeWee hasn't left, I've been ignoring him trying to get him to leave!

Yeah, pretty much.

Though I've still had villagers ping me later after I introduced myself and then never talked to again.

That rarely works, unless they move in and you don't introduce yourself or speak to them for a good week, then they leave.
