Okay. So after someone moved out, and I was left with 8 villagers, I was expecting someone to move in. I started doing the reset method. I would fast-forward day by day to 5:59am, save on my mayor character, and then create a new character to check for plots. I did this for 3 days and then on the 4th day, after I created a new character, Rocco had already moved in. I couldn't have missed his plot, it's in a wide open space. Did I do something wrong?

Maybe you done the same thing I did when I thought I'd speed up the moving process and forget that IRL the date changes at midnight and not at 6am. So I accidentally lost a day as I TT'd and a new plot showed up when I loaded my mayor at 5:58, undiscovered until it appeared on the map 2 minutes later.

They appear in the span of a week, but the other 6 days are kind of "random" so a plot may not appear, the 7th day is pretty much confirmed that you'll get a new one. The "new day" doesn't register till 6am.
What Jinglefruit meant is that you probably were doing this trick really late at night, and when the 3DS changed the date it kind of screwed things up with your trick.
What I normally do is just change the date of the system and do the trick until a plot appears.
