My sister also had Raymond as her first campsite visitor, and didn't like him at first but now won't let him go! I also found Judy pretty early on in the game after 3-5 NMT and felt guilty passing her up (she wasn't my dreamy) but then also grew to love her! She has now become a permanent resident on my island.

I think the game is very generous by giving your sister those two villagers so you don't have to spend hours island hopping. Raymond was also my first campsite visitor so I can relate with that haha.

Jokes aside, good for her if she actually wanted him. Honestly, if this happened to me I'd only feel lucky because I would be able to get a lot in return for him when I kicked his gray butt off the island, so I suppose it could be worse. (It actually was worse, I got Phil... He did absolutely nothing for me)
