I used to have this problem, try the following steps to see if it helps you out.

Make sure you're looking around the edges of the cliff areas; they don't grow anywhere else.
They don't grow daily; maybe every two to three days.
Check the corners of town near cliffs. Mine seem to like growing there.
Based on my testing: they don't breed when placed together and watered, the only way to get them is if they grow by themselves.
