I didn't find it difficult. Really, just play the game and make sure to move in 8 villagers.

If you have some trouble with the rating, just place random furniture outside and talk to Isabelle - that helped me quite a lot, and you always can take it down after you've gotten the desired rating.

You can get it as few as six villagers, it just takes more work around the island. The sweet spot is seven villagers, though.
