How to unlock Kicks?

TT spoilers. I finished the "story" (more like the tutorial), unlocked terraforming, the shops, etc, but I haven't seen Kicks in my plaza yet. Does he arrive on a certain day? Do I need a certain amount of stars to get him to come?

Help is appreciated, I really want to start hoarding bags. Thanks!

i don't think that star rating matters for kicks , i'm at 2 stars and he still comes

probably is like the able sisters , he comes randomly in the week.
