How to transfer games between two USED SD cards?

About a year ago, my 3DS stopped working and I lost all the games I bought. But now I decided that I might want to try transferring. But before that, just a question: The New SD is already being used, so does this mean that if I transfer my games, I'll not lose anything on the new one (such as NNID)? Because I'm not interested in losing my new stuff. Oh and also, this is between two normal 3DS (Regular and XL). Thank you so much!
 
I just did this the other day & I used their support website
Just take it out of your 3ds, put the sd card into your computer, copy/cut & paste it into a folder on your computer. Then remove the sd card from your computer and take your new sd card, paste the contents.
In response to "The New SD is already being used" all you have to do is paste it into it and to my understanding I highly doubt anything will be deleted, unless of course you delete it.
 
If you had an NNID on your old 3DS, the games you had are tied to the old NNID, and the new games are tied to the new NNID. Unfortunately, the 3DS can't hold more than one NNID at once, so you'd have to pick on over the other. My recommendation for your situation would be to contact Nintendo support directly and ask for assistance with a data transfer and explain your situation. They helped me move my NNID from my brother's WiiU to mine, without damaging any of the other NNIDs on the system, and while it will work differently for a 3DS, they'll have the higher chance of success. You MAY lose save data depending on how the transfer has to be done, but if anyone can help with transferring the game licences from one NNID to another, it would be Nintendo.

The SD cards may HOLD the games, but if the games are tied to an NNID, you can't use downloaded games from one NNID through another NNID.

You might want to call Nintendo if they could remove your nnids from the systems first since the 3DS software is tied to a security code and if that code does not match up with your nnid you can not use the software.
