How to prevent random villagers moving in?

I'm trying to get one of my villagers to move out, but once they leave I don't want to get a random move-in. Is there a way to not let any random villager moving in?

When a person comes to your town, tell them to clear there void, street pass is a problem, maybe turn it off, get another villager that you like right away, if you don't do these things, you will end up getting a void villager

1. Have ten villagers.
2. Don't have people visit you or visit them, at least not without a clear void
3. Turn street pass off or don't leave your home

How many villagers do you have? If you have 8 your game will automatically move somebody in.
I mean, unless you want to buy a villager from here, having one move in is pretty inevitable.
You could always TT and stay on the same day until you find a villager that you like? Turn of streetpass too!
